A digital meter doesn't put suffient voltage out on ohms to forward bias a silicon junction - they usually provide a 'diode test' range, which actually measures the forward voltage drop over a junction. Using that, or an analogue meter, you can do simple 'go, no go' tests - a transistor tests like two diodes - from base-collector and base-emitter - with one lead on the base it should read to both collector and emitter, with the other lead on the base it should read to neither. From collector to emitter it shouldn't read either way - except for certain 'non-standard transistors', particularly line output transistors for TV's.
