Update old mobile phones to make them read UCS2 sms with special characters

Hi everybody,
We are looking for someone able to progamm old motorola startac to make them read SMS in UCS2 format with special characters. As you know, when somebody is sending from an iphone an sms with ^¨or ç, the receiver get a message saying "impossible to read this message".

this mission will be compensated.
