Works very nicely in a simple test... 9v in and the PIC doing its thing.

Is there a resistor in series with the led???? If not you are going to blow the led and/or the PIC.!

Nah, it's fine... ;) ...it has been blinking on and off for well over an hour now... I can live with it if it dies on me... it's just a test.
 
The LED should still have current limiting, and the cap should be closer to the reg chip. Andy
