Circuits using a rpr-220 Photoreflective sensor

Does anyone have a good Photoreflective sensor circuit that uses the rpr-220 sensor that would work well with a 8051 microcontroller?

I am trying to use the rpr-220 to count the turns of a shaft. Basically I am trying to make a anemometer. I need a circuit that would allow the sensor to send a signal to a 8051 microcontroller fast enough so I can use the sensor as a anemometer. Any help would be greatly appreciated.
