Counter Help

I have been given the task of designing a gear indicator for a car with paddle gear shifts. Basically there will be a 7 seg display for gear number and two inputs from the 2 paddles, (one for up a gear and one for down). My problem is two build a circuit that counts up or down but only has two inputs one for up and one for down.

Any suggestions greatly appreciated.

Re PM. The '192 is a BCD counter with separate up and down clocks.
The '193 is binary They are available in CMOS (CD40xxx) and 74HCxxx,
so putting 74HC192 into google gets you:
