Design on the energy meter

Hi

I need to design the energy meter for my project.

I want to know the design of the energy meter based on the drawing attached.

I want to design the meter to measure up to 25A. and gives
output signal 0-5V to analog module.

I will do the current x voltage = power in the PLC. to get the energy. I have to measure reactive power.

I will need to have AC voltage sensing circuit and current sensing ciruit. I like to know how the ciruit is constructed.
Pls give me some guide and references where I can find the information. Thanks for your advice in advance.
