Monitoring Fan RPMs in C

Does anyone know how to monitor the RPMs of a fan if it is hooked up to a pin on the microcontroller? I read on some site that motherboards determine the RPMs by seeing how long it takes for the line to ground itself twice. Is this really how it is done? If so, I am guessing it is measured in millaseconds. Also, can anyone give me some example C code or explain how I would go about determining the RPMs? Thanks in advance
