The datasheet of the CD4017 from most manufacturers show how to cascade two CD4017 ICs (plus an AND gate) for a sequence up to 16 or 17. Then you can make a Knight Rider with 8 LEDs.

On their much more detailed datasheet they show how to cascade a few CD4017 ICs.
The CD4017 is a counter with decoded outputs that pulse in sequence. There is no coding, you simply hook it up correctly and it works.
