I meant to control the controlled current
ex. say pin 3 is chip x output. Where does the controlling output go to to control the motors, and in turn the entire circurt?
 
I still don't understand your question.

The output from the comparator goes to the base of a PNP transistor which acts as a buffer; I have already illustrated this.

The initial control signal comes from the potentiometer.

Going by your question you don't understand how this circuit works yet. Have you tried simulating it?
