Transformer problem

Why do you say that?

I suggest you look at similar circuits and compare it with them.

What does the capacitor do?
 
I have looked at some schematics, is it the capacitor that smoothes the ripple of the dc voltage out of the transformer to give more of a straight line (on an o-scope) and if so it would need to be the electrolytic capacitor
 
That's right, 4700pF is far too small, it needs to be a 4700µF electrolytic capacitor.
