That's correct. hFE does not just refer to high current (as I stated) but any DC current (sometimes called large signal).The term hFE is DC current gain at high current or low current.
The term hfe is AC current gain at high current or low current.

All transistor datasheets that I have seen call hFE "DC Current Gain".
All transistor datasheets that I have seen show hfe at 1kHz (small signal current gain).

An AC signal alternates its polarity. A bouncing DC level does not alternate and is not an AC signal.
