Triac no getting fully on (design attached)

If you are pulsing the triac for speed control, but I doubt it, motors require special considerations.

Most Triacs can be triggered by a DC voltage of either polarity. But the current required varies depending on which quadrant it is in at the moment. See this document for an explanation of the quadrants. https://www.littelfuse.com/~/media/...lding_of_SCRs_and_Triacs_Application_Note.pdf

I have decided to go for opto isolator. the triac i am using needs at least 50 to 100mA to get fully on, which my PS cannot provide.

What suffix part are you using?

I have BTA16 600BW the normal and cheap type.
