I wanted to make a frequency meter for my radio using a micro-controller.

I have 2 questions, first will the micro controller (DS2250) change the frequency of the tank circuit?

Secondly, can I have the micro-controller even read the very high frequency of the tank circuit? (11MHz oscillator)

You need a high impedance buffer.

11MHz isn't 'very high', and the standard PIC designs work to at least 50MHz.
