It's not even vaguely similar - the TM1637 is an LED display driver, a 74HC595 is a simple TTL/CMOS logic latch.it sounds similar

The 74hc595 is available in multiple SMD packages, some of which are pretty small. Check other sizes before you reject that plan.after layout parts I see the 74hc595's are a bit tooo wide'
