Great link! quite a lot to wade through though.
My answer of yes was based on the 4K7 pull-up resistors on the input and output if the inverter. I'd hazzard a guess that the design was originally intended for a TTL ('LS) chip as the resistors (input ones at least) would not be needed for CMOS ('HC) chips but might be for the TTL depending on the driving circuit.
