ECM Pre amp

As im implement this circuit at the breadboard,the circuit seems doesnt work well.Im measure the DC voltage at the output and result show a 9V at the output.I thought it suppose to be 4.5V at bias point.

And there no AC signal display on my osciloscope.What is the problem with the circuit?

OMG,sorry for asking instantly(tired in the Lab and my brain jamm).

My breadboard so messy and i didnt see some pin is not ground.
