The larger capacitors would give better stability with a somewhat noisy supply.

(And again you have not posted enough of the circuit to see where everything connect to - I just happened to remember it from your previous thread).

R6 and R7 aren't required, but do no harm - probably just a personal preference of the designer?. C10 seems fine, it's a supply decoupler and reservoir capacitor. Likewise C11, it makes sense to have an electrolytic (for lower frequency decoupling), and a smaller non-electrolytic for higher frequency decoupling.

But again, it's all personal preference - the paired decouplers are mostly there for 'good practice', in reality they not make the slightest bit of difference.
