I've found this schematic diagram for generating + and - 5V from a single DC supply.

From what I usually see, voltage regulators have capacitors connected on the input and output sides.
However, I do not know where to connect the capacitors in this dual supply case.
Can someone please tell me where to connect them and the values?

Won't do the trick, no

You can't make 24V to get 2x15V=30V just like this.

By this circuit, you say that the difference between 24V and 15 is 15V. Can that be true?
Se the logic?

And the second change to your figure show a basic circuit to making a virtual ground.

The OP's schematic is rather the electronic equivalent of an Escher drawing.:D
