According to the photos accompanying OP's post, his 7404 inverter (not) gate is working properly.
When input is connected to ground (0), outut is high (1) as it should be, and the LED glows.
When input is connected to VCC (1), output is low (0) as it should be, and the LED is dark.
Most TTL inputs float (unconnected) at high, hence a low (0) output.
I haven't read all the post in detail, so if I am repeating, forgive me.
